        Land is made up of different soil and rocks. If a place that cannot soak up much water is rained on heavily, there is nowhere for the water to go and flooding happens.

        Other reasons are if the land is not high above sea level then it is more likely to flood. Also if the place is near a lake or river it is more likely to flood also.
